My 2 month old baby has eczema on his face. What can I use?

My baby started with a rash on his face after using Johnsons baby oil. I stopped using it and then tried using the epi-max baby cream. The rash is gone but now his skin is always dry. Should I continue to use the epi-max cream? Or is it just making my babies skin worse.
